Action Plan and Legal Framework
A worldwide campaign, to reduce the ever growing number of people of various nationalities, who do not have the protection of the local government administration of the city, town or village, where they habitually domicile, and who therefore, are not recognised by the central government agencies, outside of the jurisdiction of their habitual domicile
Terms and Expressions
1. "Undocumented" means; travelling or moving from one zone to another zone, within a jurisdiction, or from one region on the world map to another region on the same world map, without an approved travel document, i.e, passport, with the standard inscription to allow the holder or bearer of the said travel document "to pass freely without let on hindrance and protection as may be necessary"
2. "paperless" means; the absence on a natural person of an approved photographic identity card issued by a government approved agency, when any such natural person is requested or required to produce one, for examination purposes or whilst any such natural person is in the process of making an application to any legal entity or authority, outside of the jurisdiction where he or she habitually domiciles.
3. ”People” means, apparent or ostensible victims of undocumented paperless bureaucracy
4. The phrase “Undocumented Paperless Bureaucracy” means, a total disregard of the basic needs and exclusion of the people as defined at [3] above, by local and central government agencies outside of the jurisdiction where he or she habitually domiciles.
