Don’t give the People any more fish to eat, teach them how to fish!
The PLC Party is in her 27th year.  The foundation was laid as far back as 1963. Today, the
PLC Party has no connection with any local authority in any part of the United Kingdom .  The Party is not represented on any Council anywhere in the Kingdom.  On paper, the PLC does not stand a chance in the current political climate.

Yet, the PLC Party intends to contest some seats in the forthcoming General Election.  In doing so, it is not our intention to rewrite history.  The intention is to place signposts in strategic locations in England , Scotland , Wales and, Northern Ireland , pointing out directions that the authorities should take. This exercise is a preparatory step towards a realisation of the key objective of the PLC Party; namely, putting People before politics and Commonsense before law.

And so in this Part 3 of the Four-Part Series on the PLC Party Manifesto, we say to whichever political party forms the next government –

Don’t give the People any more fish to eat, teach them how to fish

Getting to know the UK 

The UK is a Service orientated nation state.  The wealth of the nation is generated, and put in cold storage within one square mile of the Bank of England.  In the UK we do not “produce” but we “service”.  I will develop this theme in the final part of this Series. 

For the moment, it cannot be disputed that the UK is a nation state driven by a whole range of obsessions.  Obsession and being haunted are identical twins.  Obsession or being haunted is a product of fear.  Fear is, of course, the antithesis of reason. In this Part of this Series, I propose to deal with three obsessions; namely, Employment, Immigration, and Local Government Services

PLC Party Proposals defined 

Our Proposals are based on Policy Science™ and Progressive Positive Philosophy™.In December 1990 the Leader of the PLC Party discovered a new area of knowledge which he titled “Policy Science”.  He defined Policy Science as “the method of formulating, interpreting and implementing policies under various bureaucratic procedures”   

As soon as he made the discovery he travelled to Swindon , to the offices of the Economic and Social Science Research Council.  The purpose was to register the Discovery with that Council.  What happened when he arrived there was interesting.  A gentleman made a very sarcastic comment – “Since when has a black man invented anything in this world?”  Mr. John-Salakov thought that the gentleman who made that observation was being uncharitable.

Having given Notice of the Discovery to that Council in Swindon he registered the Discovery with the then Department of Education and Science.  In May 1999, Policy Science finally made it to the Universal English Dictionary, at page 1198.

Policy Science™, is a tool for Decision Makers in government offices, state sponsored institutions and business organisations.

Progressive Positive Philosophy

Specific Proposals: Immigration and emigration 

If the PLC Party is given the chance to participate in the management of government business of the United Kingdom , we would introduce the following measures –

1.   The creation of a Ministry of Transport Civil Aviation and Shipping.  This Ministry would keep accurate record of the number of people from England , Scotland , Wales , and Northern Ireland , who in a 12-month period ending the last working day in November of each year; "emigrate" to a Member State of the United Nations.

2.   The Ministry would be required, under legislation, to collect  and collate statistical data from British Embassies and High Commissions throughout the Member States of the United Nations

3.   On the last working day of November in each year, the Ministry would go through all the Lists provided by the British Diplomatic Missions, to establish just how many people seek entry to the UK and how many people enter those foreign countries from the UK

Example 

Let us assume that 10,000 Nigerians applied to the British High Commission in Nigeria for visa to enter the UK during the 12 month period ending the last working day of November of that year;

Let us further assume that, during the same 12-month period, a total of only 150 people from the UK applied to Nigeria High Commission for entry visa to Nigeria ,

Under the PLC Party proposal, no more than 150 Nigerians, out of those 10,000 applicants who sought leave to enter UK , would be allowed in.

The same principle would be applied to any Member State of the United Nations.  Immigration into and emigration out of a country would be controlled at National government level.

If 20,000 Pakistanis apply to the British High Commission in Pakistan during a 12-month period to enter UK but only 1000 Britons apply through the Pakistan High Commission, in London to enter Pakistan then, under our Proposal, only 1,000 Pakistanis out of that 20,000 would be allowed into the UK.

On the other hand, if no Briton seeks leave to enter any named Member State of the UN then, any citizen or national of any such named country would not be allowed to enter the UK , within a 12-month period ending the last working day of November of that year

Under the PLC Proposal no special preferences would be given to Canada , New Zealand or Australia . All of the 54 Member States of the British Commonwealth of Nations would be treated equally otherwise, we might as well do away with the Commonwealth

Under the PLC Party proposal, asylum seeking would be abolished in its entirety.  Any national of any Member State of the United Nations, who turns up at any British seaport or airport, would not be detained, questioned or exposed to ridicule, as the UK Border Agency - a Division of the Home Office, does at the moment.  He or she would be sent back by the next available flight

Specific Proposals: Employment for every breadwinner  

If the PLC Party is given the chance to participate in the management of government business in the UK , we would introduce the following measures in relation to employment

1.   We would close all JobCentres within a 36-month period of the opening of the new Parliament

2.   Every able-bodied breadwinner in each of the 26 million households, who would otherwise be unemployed but for the PLC Party Home Office Employment programme, would be gainfully employed, working from home.

Specific Proposals – Local Government Services 

Since the PLC Party is not represented on any Council in any part of the United Kingdom , whether or not we are given the chance to participate in the management of government business after the next General Election, we would

1.   Create a PLC Council, FIRST IN THE WORLD, to provide same-day written advice to enquiries from local residents from any Parliamentary Constituency, using a unique ticketing system.

2.   The proposed "ticketing system" is  “Problem Solving Programme” [PSP].  It would be available as soon as possible, but no later than the conclusion of the General Election 2010.

3.   The Party's "Ticketing System" would be run in 136 Parliamentary Constituencies. 

3.   Any local resident in any part of the country who needs advice on any issue would be able to login to a special PLC Council website, and submit a ticket.  Local residents who are not familiar with the Internet, would still be able to phone a special number and a response would be provided on same-day basis
